She recalls how the police department pulled back and leaders tended to &#8220;stand down&#8221; rather than openly engage in conversations with the community. It damaged a lot of their outreach efforts that they now need to repair and caused a lot of people to leave the department instead of doing the hard work to make changes.  <\/p>\n\n\n\n<blockquote class=\"wp-block-quote\">\n<p>We are outreach.
